Since one cannot believe that they were designed to keep order within the Warsaw Pact, it is clear that, long before NATO took its decision on the Uncertain Strategy 29 Pershings, they were intended to occupy the positions in which they are now deployed. And all the time that Soviet diplomacy was striving to prevent deployment of the Pershings, Soviet engineers were working on these missiles which could only threaten Western Europe. In other words they represent not a 'response' but rather the methodical implementation of a long-term plan.

This position was later confirmed by Mr Andropov himself, who added that, should NATO take that initiative, a terrible punishment would be inflicted on Europe. And Marshal Ustinov added that the Red Army's retaliation could well be a mortal blow for most of the countries where American nuclear weapons are to be deployed. 1; the risk of resort to nuclear weapons, would enable them both before and during a conflict to make the necessary concentrations of troops and especially of armoured vehicles, with the means of breaking through NATO defences.

For it ~ould have eliminated all Pershing-2s and left only a reduced number of cruise missiles which, with a flight time that exceeds two hours, would be entirely useless for a surprise first strike. Another Soviet dignitary, Mr Ponomarev, came to Paris to add refinements to the arguments already mustered by Soviet propaganda. He was reckless enough to assert that Soviet arms 28 European Security and France build-ups only ever came in response to NATO initiatives.
